Pursuant to the provisions of the “PRC Tendering and Bidding Law†and “Implementation Regulations of the Tendering and Bidding Law of the People’s Republic of Chinaâ€, the installation and construction of ancillary facilities for the coal mine closed renovation project of the 2×300MW coal-fired power plant of the Hohhot Jinqiao Thermal Power Plant of the Northern Joint Mining and Tactics Co., Ltd. was publicly tendered. The principles of openness, fairness, impartiality and good faith are hereby announced as follows:
I. Content of the bidding project: installation and construction of ancillary facilities for the coal mine closed renovation project of the 2×300MW unit of Hohhot Jinqiao Thermal Power Plant
Second, the qualification requirements:
1. Must have independent legal personality;
2. Must have the second-level or above qualification for general construction contracting of mining and recruitment projects issued by the construction administrative department;
3. The person in charge of the project must have a certificate of registration of a Grade II and above constructor issued by the construction administrative department and an effective certificate for safe production evaluation;
4. The company must have an effective safety production license;
5. The letter of inquiry on the results of the investigation of bribery crime files issued by the procuratorial organs.
The above requirements must be satisfied at the same time, and all interested parties can participate in the bidding.
Third, the time, place and method of obtaining the bidding documents:
1. Time: November 14, 2016 - November 18, 2016, 17:00 PM (Beijing time), overdue will no longer be accepted. (From 8:30 am to 11:00 am and 2:30 pm to 5:00 pm every day.)
2. When conducting the qualification examination when purchasing the tender documents, a copy of the following documents and materials (A4 paper binding booklet) must be provided.
(1) The original letter of authorization from the legal representative;
(2) A copy of the business license of the enterprise legal person;
(3) A copy of the identity card of the authorizer and authorized person;
(4) Enterprise tax registration certificate;
(5) Copy of the organization code certificate;
(6) Enterprise qualification certificate;
(7) The project manager's certificate of construction division registration and an effective safety production evaluation certificate;
(8) Enterprise Safety Production License;
(9) Letter of Inquiries on the Search Results of Bribery Crime Files issued by the procuratorial organs.
Fourth, qualification examination
After the tenders are submitted for the post-qualification examination, the bid evaluation committee shall conduct unified qualification examinations. For details, please refer to the bidding documents. In the qualification examination, if the originals provided by the bidder are incomplete or unqualified, they cannot pass the qualification examination and their bid documents will be rejected.
