For bandwidth leasing, it has always followed the "China Telecom bandwidth leasing business provision and delivery work regulations", and certain bandwidth leasing services are carried out for enterprises that meet the qualification requirements.

According to relevant experts of China Telecom told Tencent Technology, it is normal for operators to lease bandwidth services from qualified lower-level companies. Therefore, in order to pursue higher economic benefits regardless of broadband network user experience, the broadband operators of the second to fifth categories mentioned above obtain exclusive network installation rights in the management area and development area of ​​the property company by opening up the property company and the developer , Forcing users to install substandard broadband, has brought hidden dangers to users, has become a target.

Taking Beijing as an example, there are currently more than sixty small and medium-sized operators of various types of broadband services currently in operation, and fewer than ten operators have truly obtained a broadband trial operation license from the customer premises network. These actions seriously disrupted the market order and disrupted the market environment for fair competition. And what is the service quality of the first-tier operators? Logging into the website of the three major operators, it was found that the customer service area of ​​the website made a commitment to the customer's failure rate. It generally promised that the network's normal condition reached 99.9%, and the small and medium-sized broadband providers did not make a similar commitment.

"Because the bandwidth is theirs, the slow network is naturally considered to be their problem." Broadband users in many places expressed the same opinion to Tencent Technology. Because of regulatory issues, operators really have a big "black pot" and are helpless.

On the road to broadband construction, government regulation and supervision are irreplaceable. In short, the current Chinese broadband market lacks policy supervision, some broadband operators have launched improper competition, broadband monopolies and frequent false broadband incidents It is the bad result caused by the lack of broadband policy supervision.
