6. 7. Registration, qualification, and lottery time and place:

8. The project bidding adopts the evaluated minimum bid price method, which can meet the substantive requirements of the bidding documents, and the bidder with the lowest bid price is the winning bidder, except that the bid price is lower than the cost. The specific rules are as follows:
1 bid quotation score (90 points): The effective quotation means that the bidder's quotation is lower than the bidding control price set by the bidder. If the difference between the lowest quotation and the second lowest quotation [(lower quotation - lowest quotation) / second quotation] is more than 5% and above, it is regarded as the quotation extreme value, which is invalid quotation. Bid basis price = the lowest bid price evaluated in each bidder's effective quotation, except where the bid price is lower than the cost. The bid price of the bidder is equal to 90 points of the benchmark price of the bid evaluation; the bid price of each bidder is compared with the benchmark price of the bid, and 1 point is deducted by 1%. For less than 1%, the insertion method is used, and the score is retained after the decimal point.
The score of the deviation of the unit price of the part of the project is divided into two points (10 points). Due to the incompleteness of the disc data, the clearing of the label is a scrap. The deviation error is within ±15% (including ±15%) without deduction, exceeding ±15%, each item is deducted by 0.02 points, and the maximum deduction is 4 points.
If the bid price is lower than the average of the valid bid price by more than 5%, the winning bidder shall also submit the bid balance margin to the bidder separately before the contract is signed according to the difference between the bid price and the average bid price.
9. The bidder must submit the bid bond in the name of the enterprise legal person. The bid bond must be paid from the corporate basic deposit account of the enterprise. The bid bond paid in the name of an individual, a company's office, a branch, or a subsidiary or from another account or other account of the bidder's business is invalid.
10. If the potential bidder determined by the pre-qualification does not obtain the bidding documents or abandon the bid after obtaining the bidding documents, in addition to the case of force majeure, the information shall be announced on the information website of the district bidding and bidding center for 3 months. During the announcement period, the tenderers of other government investment projects may not accept their bids accordingly.
