The Ministry of Finance of China said on the 11th that in order to help solve the difficulties and problems faced by the development of small and medium-sized enterprises, the central government has clearly defined six major policies this year, and arranged special funds for small and medium-sized enterprises to be 3.51 billion yuan, which strongly supports the healthy development of small and medium-sized enterprises.
This is the national unified management of individual industrial and commercial household management fees and market management fees since September 1 this year. After the individual industrial and commercial households and private enterprises have reduced their burdens, the Ministry of Finance will support the support policies to expand the market space for SMEs.

The six major policies include:

First, give play to the role of fiscal policy guidance and promote the transformation of SMEs. In accordance with the overall requirements for promoting economic restructuring and the transformation of development mode, SMEs will be guided to adjust their corporate structure, save energy and reduce emissions, open up domestic and international markets, and accelerate the construction of SME public service systems.

This year, the central government allocated 500 million yuan of special funds for the development of small and medium-sized enterprises, an increase of 25%; arranged for the international market development of small and medium-sized enterprises to increase 1.2 billion yuan, an increase of 20%; and arranged a subsidy fund of 110 million yuan for the SME service system and platform-based service system.

The second is to improve the science and technology innovation policy system and support small and medium enterprises to start businesses and technological innovation. This year, the central government allocated 1.4 billion yuan for technology-based SME technology innovation funds, a year-on-year increase of 27.3%. In addition, it also arranged 300 million yuan for agricultural science and technology achievements to support SMEs' technological innovation and scientific and technological achievements.

The third is to promote the construction of a credit guarantee system and improve the financing environment for SMEs. In accordance with the overall arrangements of the State Council on strengthening the construction of the SME credit guarantee system, the central government continued to vigorously support the development of SME credit guarantee institutions and guide financial institutions to carry out micro-guarantee credit business.

The fourth is to implement preferential tax policies for SMEs to promote the development of SMEs. The new corporate income tax law and the “Regulations on the Implementation of the Enterprise Income Tax Law” implemented this year will uniformly impose a 25% income tax rate on domestic and foreign-funded enterprises. For small and profit-making enterprises that meet the requirements, the enterprise income tax will be levied at a reduced rate of 20%. For high-tech enterprises that need to be supported by the state, the enterprise income tax shall be levied at a reduced rate of 15%. For venture capital enterprises engaged in venture capital investment that the state needs to support and encourage, it can deduct the taxable income according to a certain proportion of its investment amount.

In addition, in order to solve the practical difficulties of the relatively concentrated textile and garment enterprises of SMEs, the export tax rebate rate for textiles and garments increased from 11% to 13% in August this year, and the tax rebate increased by about 10 billion yuan in half a year.

The fifth is to improve the government procurement system and broaden the market space for SMEs. In order to effectively use government procurement policies to support the development of SMEs, according to the national laws and regulations on promoting the development of SMEs, the Ministry of Finance will formulate the “Administrative Measures for Government Procurement of SMEs” in the near future to accelerate the government procurement of SME products and services. Governments at all levels have tilted government procurement funds to SMEs.

The sixth is to clean up administrative fees and reduce the burden on SMEs. Comprehensively clean up and inspect various administrative fees (funds) for small and medium-sized enterprises, and rectify and cancel unreasonable charges (funds) involving enterprises. From September 1, 2008, the management fees for individual industrial and commercial households and the management fees for trade markets will be uniformly suspended throughout the country, reducing the burden on individual industrial and commercial households and private enterprises, and promoting fair competition among market operators.

Analysts pointed out that the Ministry of Finance clearly proposed six major measures to support small and medium-sized enterprises, aiming to improve the development environment of small and medium-sized enterprises from various aspects, and guide small and medium-sized enterprises to embark on the road of industrial upgrading and technological innovation, and achieve sustainable development through transformation of development methods. .

Since the beginning of this year, many small and medium-sized enterprises in China, which are mainly labor-intensive industries, have encountered development difficulties. The global economic downturn has slowed China's export growth. At the same time, domestic labor costs have risen, the RMB exchange rate has appreciated, and the prices of raw materials have risen. Superimposed together, greatly squeezed the living space of SMEs.

Zhang Yansheng, director of the Institute of Foreign Economic Research of the National Development and Reform Commission, said that China has now reached a period of comparative advantage transformation and upgrading. In the context of RMB appreciation, labor costs and rising prices of production materials have become an inevitable trend. Transforming the development mode and producing products with higher technological content and added value can survive in the competition. This is also the original intention of the state to promote the development policy of SMEs.
