Second, qualifications and other requirements:
The bidder should have the ability to successfully fulfill the contract and meet the following qualification requirements at the same time:
2.1 Have the right to independently enter into contracts and the qualification of an independent legal person, have the ability to undertake bidding projects, and meet the eligibility requirements prescribed by the state.
2.2 With good bank credit and business reputation, it is not being ordered to suspend business, property is taken over, frozen, or bankrupted.
2.3 The bidder has not breached any contract or been contracted by or for the reason of the bidder for the past five years.
2.4 The Commonwealth does not accept bids from the Commonwealth. Two (and more) bidders whose legal representative is the same person may not bid at the same time; the parent company, wholly-owned subsidiary and its holding company may not bid at the same time.
Third, the tender requirements:
3.1 Inviting bidders who have the intention to meet the above qualification requirements apply for registration. Registration Period: From November 14 to November 21, 2016, from 9:00 to 11:30 in the morning and from 13:30 to 17:00 in the afternoon (excluding holidays), overdue deadlines will not be accepted. Bidders need to log in to register for online registration and send the electronic version of the application to the tender contact.

3.2 The following qualification documents must be submitted when applying for this tender:
1) The corporate legal person certificate and the authorized power of attorney participating in the bidding of the project with legal person's signature or seal, legal representative ID card, legal person authorized representative ID card;
2) Business license (copy), tax registration certificate, organization code certificate, quality certification certificate and other qualification certificates;
3) Proof of project performance in the past three years (performance list, contract documentation, etc.);
4) Other materials that the bidder believes must be submitted.
3.3 The bidding application shall be signed and sealed, and the above-mentioned required information shall be sent at the same time. Documents that are not registered within the specified time or are overdue will be invalid.
3.4 For bidders who provide false information, once they have been identified, they are disqualified from their bidders.
Fourth, note:
4.1 Website registration.
4.2 The time of starting to purchase the bidding documents shall be notified by SMS on the website. The selling price of the bidding documents shall be detailed and shall not be refunded after the sale.
4.3 Purchase of Bidding Documents: After the application has been approved, the telegraphic transfer shall be made according to the account number and amount provided on the website. The bidding fee shall be made in the basic account of the bidder, and the tender number of the bid section indicated in the bank remittance postscript shall be specified. After the wire transfer is completed, upload the Bottom Line scan (jpg format) to the download tender file.
