Supplier qualification:
1. The bidder must comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China.
1) Ability to independently assume civil liability;
2) Have a good business reputation and a sound financial accounting system;
3) Have the equipment and professional technical skills necessary to perform the contract;

The third package of bidders must also meet:

2. The bidder must have the qualification of information system engineering supervision issued by the Ministry of Information Industry or the engineering supervision qualification of the Ministry of Communications;
3.
